The UERA is an international non-governmental organization composed mainly of civilian volunteers and retired military personnel with medical, engineering, security and firefighting expertise. In addition to providing disaster relief and medical assistance, UERA volunteers also engage in post-disaster reconstruction to help resettle displaced populations.
